The time picker control is available only for data sources that are formatted as times by using the Time data type. You can specify a Time data type for a data source on the Data Type tab of the Data Sources property page.

The time picker control is a data entry control that print operators can use to specify a time value on the data entry form. When this time is linked to a data source or object on the template, it appears in the final output when the document is printed. A time value can be entered manually or it can be selected by using the buttons.

The Time Picker Properties dialog specifies the properties of a time picker control. To open this dialog, double-click the control. Alternatively, click Properties on the control's context menu.
