When you select a picture object on your template, you may be able to resize the image using the sizing handles that appear on each side and corner of your picture. Depending on the selections on the Size property page, you may have access to some or all sizing handles. If a handle is solid, you can grab and drag it to proportionally size or stretch a picture. If a handle is hollow, you cannot use it to size a picture.
If sizing handles are not available, you can resize an image using the Size property page, located on the Picture Properties dialog.

Picture Dimensions
Sizing Method. Determines whether a picture can be resized on the template and, if so, in what manner it will be resizable. Available options include:
Fit to Rectangle. Sizes a picture by forcing it into a set area. You can use your mouse to adjust a picture's size or enter an exact measurement using the following options:
Width. Determines the width of the rectangle.
Height. Determines the height of the rectangle.
Fit Method. Determines how picture will be aligned within the rectangle.
Entire Picture. Fits the image into the rectangle while maintaining the original aspect ratio.
Width. Fits the image so that the width of the image matches the width of the rectangle. This may result in vertical clipping of your image.
Height. Fits the image so that the height of the image matches the height of the rectangle. This may result in horizontal clipping of your image.
Horizontal Alignment. Determines the horizontal positioning of the image inside the rectangle when it does not fit exactly.
Vertical Alignment. Determines the vertical positioning of the image inside the rectangle when it does not fit exactly.
Stretch to Rectangle. Forces the image to stretch to fill a given rectangle.
Width. Determines the width of the image.
Height. Determines the height of the image.
Lock Aspect Ratio. When selected, maintains the height and width as the same proportions when the picture is resized.
Percentage of Original Size. Sizes a picture as a percentage of the original dimensions.
Lock Size. Maintains the same height and width measurements as the dimensions specified on the Size property page. When enabled, the picture cannot be re-sized until the Lock Size option has been unselected.
