When you change BarTender's start up settings, you instruct BarTender to perform certain tasks at start up. You do this by entering commands into BarTender's start up command line or by entering a command into another program.
Without extra command line parameters, when you start BarTender, it loads up with a new, blank template, ready for you to design. However, you may wish to have BarTender start up with a blank template of a different size or shape or an existing document that is ready to print.
